attach group to tenant
Attach is idempotent: repeating an existing attachment succeeds as a no-op. The group must exist: a membership cannot be seeded for a group that has not been created.

The tenant must hold no repositories; memberships are removed with it. The root tenant is reserved by the system and cannot be deleted.
